il n'y

there is no …

→ il
phrase Extremely common #255
there is no … French says "there is" using the phrase « il y a » (literally "it there has"), and makes a sentence negative by wrapping two words like « ne ... pas » around the verb. This chunk is just the first part of that setup, so it always needs a verb and a negative ending like « pas » (not) or « rien » (nothing) right after it to finish the thought. For example, « Il n'y a pas de problème » means "There is no problem," and « Il n'y a rien » means "There is nothing."
